treewide: simplify pkgs.stdenv.lib -> pkgs.lib
The library does not depend on stdenv, that `stdenv` exposes `lib` is
an artifact of the ancient origins of nixpkgs.

nixos/oslogin: put mockuser and mockadmin in constants, rename
This allows us to change them easily without search/replacing.
Afterwards, we rename them to look a bit more like they are on GCP.
